India has extended Line of Credits (LOCs) amounting to US$140 million for various projects in infrastructure, agriculture and energy fields before 2010. Further, during the State visit of President of Mozambique to India in 2010, India offered credit assistance of US$500 million to Mozambique. Under this, approvals have been conveyed for the following LOCs: (i) US$20 million Food security project, (ii) US$13 million project for setting up Solar Photo Voltaic Module Manufacturing Plant, (iii) US$250 million project for improving the quality of power supply in Maputo, Matola and surrounding areas, and (iv) US$20 million rural drinking water project. Two projects i.e. US$149 million project for rehabilitation / construction of Tica-Buze-Nova Sofala Road in Sofala and US$47 million project for construction of 1200 houses in Maputo, Tete, Nampula and Sofala are under consideration in India. 


India has also offered some grants to Mozambique as assistance in its development efforts. These include the following:

  1. 2007: US$200,000 for supply and setting up of a cashew processing plant in Nangade, Cabo Delgado.
  2. 2008: US$ 1 million for setting up of Vocational Training Centre in Machava.
  3. 2009: US$ 1 million for small-holder cotton value addition and setting up of knowledge transfer centre in Chokwe.
  4. 2010: US$ 5 million for Setting up Community Competencies Development Centres in Mozambique.
  5. 2010: Setting up two institutes in the field of coal for research and training.
  6. 2010: US$ 4.5 million for supply of security equipment.
  7. 2012: The hydrographic survey of Beira Port was carried out by Indian Naval Ship INS Darshak at the request of the Government of Mozambique, in March-April 2012.
  8. Deputation of an Expert to the Mozambican Ministry of Science & Technology since 2007.


Training and scholarships for Mozambican nationals:
Government of India has been providing training in India to Mozambican government nominees each year in a wide range of disciplines under the Indian Technical and Economic Cooperation (ITEC) / Special Commonwealth Assistance for Africa Programme (SCAAP). The current number of training slots for Mozambique under ITEC/SCAAP programme is 41 every year.
At the request of the Government of Mozambique, India has offered to provide training to 25 Mozambican Police personnel in India in February 2013 under ITEC/SCAAP programme.
As part of the decisions taken in India Africa Forum Summit (IAFS), Government of India also offers training slots for short-term capacity building courses.
Under the above programmes, all expenditure including airfare, stay, training course and study material etc in India is met by the Government of India.
Further, 34 scholarships for undergraduate, Graduate and Research studies in India are awarded each year to qualified candidates under Africa Scholarship Scheme of Indian Council of Cultural Relations (ICCR). Under this programme, the expenditure for boarding & lodging, tuition fees and study material in India is met by ICCR. In addition, there are 2 slots for Mozambique under IOR-ARC [Indian Ocean Rim Association for Regional Cooperation] Scholarship Scheme for Post Graduate Studies [excluding medicine, dentistry & nursing] in India for the Academic session 2013-14.

At the request of the Interior Minister of Mozambique, the Government of India has agreed to provide training for 25 Mozambican Police Personnel for a Basic Combat Course at Maharashtra Force One from 4 February - 4 March, 2013.
